All disasters have many of the same issues that must be faced and hopefully solved. One of these major issues is the lack of means to or difficulty of moving people to or from the disaster area. This issue like others varies by disaster and the geographical area it takes place. In one city congestion might be a problem while another city has its bridges washed away by flooding. Both examples prevent people from leaving the disaster area and hampers help from arriving in a timely manner.
